Trademark refusal rate in Russia: Madrid System filings

154,369 international registrations on record designate Russia. Among the 28,153 designations registered 2019–2022 (the resolved cohort we measure outcomes on), 40.4% received a provisional refusal, 3,263 (11.6%) are still refused outright, 21 partially, and 24,817 (88.2%) hold a grant of protection. That refusal rate is above the 4.4% median across the 60 most-designated offices.
