Where international trademarks get refused

Refusal rates, volumes and filing origins for every major office in WIPO's Madrid System, built from 592,895 international registrations and 5,256,920 country designations.

A Madrid System registration is one filing that extends to many countries, but each designated office examines it on its own terms, and the outcomes differ enormously. Some offices grant almost everything; others refuse a large share outright. This page ranks them from the record itself.

Refusal rate by designated office

Share of designations that ended in a total refusal that still stands, for international registrations registered 2019–2022: old enough to have resolved, recent enough to predate post-grant cancellations. Provisional refusals later overcome by a grant or a reversing decision are not counted as refused (most offices issue them routinely; the provisional column shows how routinely). Offices with fewer than 200 cohort designations are omitted.
